Why are class gem keys so exclusive?

Hi,

1. Use the Everdark- Let us "test our skills" in arenas for class gem keys and win the right to use their great power. (Have arena titans drop fragments)
2. Titan souls- Let us buy them from the Shadow Market for titan souls. They would still be time gated, but players would be choosing to get them.Why are class gem keys exclusive to empowered gem boxes?

Please help.
